Dreamweaver template not updating all pages

If I open one of the new files , make a change in the template , then it recognises the new file is using the template.So it's almost like I have to touch all the files with Dreamweaver first.In the past I always created multiple folders for each language one but there are for sure, other ways to approach this!Some time ago, someone mentioned Coldbox, and how easy it was to implement such functionalities.Note: EPA no longer updates this information, but it may be useful as a reference or resource.EPA builds all web content in the Drupal Web CMS as of January 2013.

I've tried to open all the new files which need to use the template but then Dreamweaver CS4 crashes, I presume because of the number of files it's opening.
